Response to Question 1
The research will begin from the main source of water, which is feeding the two wells in the concerned town. A preliminary survey of the main source of water will reveal what is the cause for the high content of arsenic in the two wells. This information will be helpful to tackle the problem of arsenic containment by either eliminating the threat or by changing the source of water, if required. The case study method is the most suitable method of research in this context as this crisis is limited within a particular territory and needs to be studied in isolation to gain an insight (McNabb, 2015). Availability of clean water is the prime requirement of every human being and arsenic can pose a health hazard to the people if consumed even in small quantities. This necessitates the study of the concerned case.
Response to Question 2
The concerning issue faced by the unpaid elected board of three commissioners is the shortage of funds to tackle the problem. To deal with the problem of water contamination there is a need for a water distillery machinery, which will facilitate the safe distilling of water. However, such a machinery is very expensive, for which the board does not have requisite funds to distribute to the concerned water utilities. An important way by which the water utilities and the elected board can raise money is to make the possibly affected people aware about the grave crisis and ask donations from them. The community of people are the most important stakeholder of the problem as water is required by everybody for meeting their daily needs (Henry, 2017). Funds gathered from them will help the utilities to take the requisite steps to tackle the problem of arsenic contamination of the water sources.
Another significant step, which can be taken by the elected board and the water utilities, is to put the issue before the agency of the State itself. The State has the obligation of working for the welfare of the people (Goodnow, 2017). The main problem lies in the fact that the elected board is unpaid in nature. If funds would have been allocated to them, then they would have been accountable to the higher authorities for the expenditure of such funds (Denhardt & Denhardt, 2015). Such funds could have been used for the purposes of cleaning the water sources.
Response to Question 3
The community of people are starting to blame the district commissioners for not being able to solve the water contamination issue. In order to solve the problem of arsenic contamination, the wells have to be restructured for which there will be incurrence of operating expenses. The data collected from the concerned village shows that although the board members want to reduce the operating expenses, there is a threat of increasing the rate of operating expenses by other competitors. The data gathered has been analyzed to judge how the competition for rate increase can lead to a recall election whereby the district commissioners can lose their position.
