The memo reflects on answering three questions from various case studies as explained below:

There are various critical factors to Viet-Cong insurgency in Vietnam. Firstly, America wanted to take control of the war from the Vietnam government forces with the aim of winning Vietnam militarily through attrition. The American believed that it could cause the enemy to lose hope of winning by destroying most of the enemies and finally make them stop fighting. America also wanted to secure its military gains and to ensure that there is population security in Vietnam and that people are protected from the military forces of the enemy, and the people are ridden off the coercion exerted by the VC1(shadow government).
The counter-insurgency response was very successful. There was an introduction of the rural development program which allowed the civilians and military advisors to work with the Vietnamese counterparts in developing infrastructure and improving local security with which three million people got security. It was also able to identify and eliminate VCI, and it enabled the provision of better trained and armed personnel who provided security for the rural population. Moreover, counter-insurgency response enabled integration of resources and institutional capabilities in the province and district level. The response also enabled the government of Vietnam to from Tet attack and to be stable.

In 1948, Sri Lanka had a vibrant economy with a stable parliamentary system which made very successful. However, conflict arose in Sri Lanka, and the key drivers to this conflict were due to tension between two ethnic groups Sinhalese and Tamils. The tension occurred when active militants from newly formed LTTE in Tamil ambushed and killed 13 Sri Lanka soldiers on patrol who were from Sinhalese community which prompted the Sinhalese to seek vengeance. The tension resulted in violence, and the eruption of political conflict and the political system could not even reconcile them. The war lasted for 27 years, and it hindered economic development and promoted mass emigration.
Several approaches have been used by Sri Lanka and the international community to address this conflict. The government of Sri Lanka expanded its armed forces enormously and had 300,000 military soldiers who enabled Sri Lanka to defeat the LTTE. The locals, government and the international community have also organized mass campaigns to sensitize the two ethnic group in the importance of ending the war. Additionally, the government employed the enemy-centric technique which involved eliminating the enemy physically (the LTTE) to win the remaining population and manage to convince them. A lot of transformation has also been done across the board in and the military to make stronger and enable them to stabilize the country again.

These case studies teach countries and international community various lessons on how to handle conflict and make informative decisions. Firstly, conducting campaigns is amongst the best way to achieve success and achieve a given objective. Integration at various levels is also critical as in Vietnam, whereby integration among the government, military CORDS, and the locals enabled the program to succeed. Provisions of military transportation of assets are vital to ensure the success of a program as it will allow an efficient movement of all required materials. A large number of financial resources should also be provided to ensure that the planned objective is achieved successfully.
Additionally, for a program to be very successful, the military and the civilians should integrate their efforts within a single command structure as it will enable resources to be used for the specific mission. The international community should also be willing to integrate into places where the program is being applied. Military strength is also fundamental in combating any insurgency and additionally, it is vital to do transformation across the board and the government to guarantee the success of any program. Employment of enemy-centric technique is also essential for countries and the international community who have enemies that are hard to be eliminated.
