The country is prone to earthquakes and is a region of volcanic activity. The Australian Government in collaboration with SAARC has aimed to reduce the effect of natural disaster in the country by providing necessary training and protection programs to the people living in the country. The country has significantly been affected by disasters like earthquakes and tsunamis and the average number of people affected by the disaster has increased substantially in the last decade. The Government of Australia looks to reduce the impact of natural disaster in Tonga in order to reduce the level of poverty and sustainable development in the country. It is known that natural disasters cannot be prevented but capacities can be constructed in order to decrease the susceptibility that leads to challenging situations. The Australian Government has invested $ 2 million in order to create healthy and well-examined techniques and mechanisms to react towards natural disasters in Tonga. Furthermore, many actions and plans are performed on a yearly basis to make sure effective programs. The significance of preparedness, prevention and mitigation in restricting the effect of natural disasters has directed the Government of Tonga in its method to decrease disaster. Australian Government works to mitigate the effect of natural disasters throughout Tonga by asking the Government of Tonga to the develop programming and policies, while motivating the country to introduce needs for climate change adaptation into their strategies of poverty reduction. Governments, with respect to the national and local level, undertakes the initial liability for protecting their citizens from disasters and for answering to the requirements of humans established due to natural disaster. The Australian Government provides financial help to the National Strategy for Disaster Reduction and other significant international disaster risk reducing factors for their early warning activities. The concept designed will align with the scheme priorities as the strategy will require regional collaboration particularly from the western region of the country in developing the dictator management strategy to improve the trade facilitation that will introduce economic reforms and will lead to growth and safety of the country. The main activities to reduce the natural disaster effect involve Disaster prevention, Disaster mitigation and Preparedness for the disaster. The money if used for these activities will develop the economic structure of the country. The implementation partners through proper supervision and monitoring will improve the implementation of reduce the effect of natural disaster in Tonga.

There is a need for development with respect to reducing the effect of natural disasters in Tonga as it is seen that the rate of natural disaster occurring in the country is high with respect to the other countries of the world. The country faces earthquakes quite frequently and that leads to tsunamis that destroys the infrastructure of the country. Tonga is susceptible to several of natural disasters due to its topographical position. The main vulnerabilities are drought earthquake, tsunami, tropical and cyclones. The country is situated in a volcanic region and it is seen that there are various mountains that are volcanic in nature and chances are high of any volcanic activity in the region. Therefore, there is a need for development in the country with respect to the awareness among the citizens of the country about the natural disaster and steps that can be taken in order to reduce the effect of natural disasters in the country. The grant given by the Australian Government will be used to construct framework and plans that will be useful to reduce the effect of natural disasters in the country. The activity that will be undertaken is in line with the value that are seen in the country because that will influence the citizens to understand the requirement and take necessary steps to mitigate such risks. It is seen that the people residing in the country hail from a low to middle income group and therefore they have an adverse effect after any natural disasters. The activities that need to be undertaken involve preparing a training program for the people residing in the Western region of the country. It is necessary to construct a family response program to gain knowledge to the citizens where to evacuate during the time of tsunami and it is ideal to move inwards in the island and organize an emergency kit, inclusive of drinking water and food that can last upto 3 days, a radio and essential goods that can come handy.. In case of an Earthquake, it is ideal to move away from trees and buildings power lines. These are the awareness that are given to the citizens through the awareness and training programs and in order to give out this knowledge the government provides training to various personnel. The money granted for reducing the effect of natural disaster is even used to purchase various disaster management tools that will be influential in rescuing the affected victims and improving the infrastructure after the occurrence of the disaster. These activates will develop the infrastructure of the country and will lead to rise in the economy and standard of living of the citizens of the country.
It is seen that Tonga is situated very near to Australia and therefore, Australia has good knowledge about the topography and the demographic structure of the country. Australia has sufficient knowledge about the income level of the country and therefore know that the country will not be able to cope up after any natural disaster. The country will have increase in the level of poverty and therefore will hamper their development. The time required to recover from such a disaster is high for Tonga and therefore, it is essential that Australia undertakes the role of uplifting the development of Tonga. Australia is a developed country and has enough resources to aid Tonga with various facilities that will reduce their impact of natural disasters. Australia understands the needs of Tonga and therefore will be able to make necessary steps to uplift their economy. The risks that is involved with implementing the proposal involves regulations of the government in Tonga, infrastructural capability of the country and literacy rate in the country. The implementation of the proposal will also involve the awareness of the citizens of the country and the culture that is prevalent in the country. Australia is particularly qualified to address the need of Tonga as Australia is a developed country and has sufficient experience of mitigating the impact of natural disaster as the country itself faces severe natural disasters and undertake necessary steps to recover from the situation of natural disaster. Australia has earlier relationships with Tonga where the country has trading relationships along with previous grants that have been provided to Tonga by Australia with respect to industrial development in the pharmaceutical and agricultural sector and economic growth of the country. Australia have worked with the SAARC in earlier projects and therefore they have good coordination among themselves that will result to better initiation to decrease the effect of natural disaster in the country. The knowledge and skill required to improve the economic and reduce the effect of natural disaster in Tonga is present in Australia as they have innovative tools and mechanism that will improve impact of natural disaster. The international objectives include raising the standard of living of a country and reducing the effect of natural disaster in a country. The objectives include introducing new and innovative mechanisms to reduce the effect of natural disasters and undertake special programs that will aware the citizens of the country about natural disasters and steps that they can undertake to save their lives important assets. The activities undertaken by Australia arealigned with the international objectives as the programs that Australia wants to undertake to improve the conditions of Tonga are similar to the international objectives. Australia has the ability to link with the activities with Tonga as they have previous relationships, which helps them to understand the values and the economy of Tonga. The culture that is prevalent in Tonga are different with respect to Australia although Australia undertakes extensive research in order to understand their cultures and plan according to culture that is prevalent in Tonga.  
The concept of reducing the impact of natural disaster in Tonga is initiated by looking at the Australian foreign policies. The foreign policies include establishing peer relationship with the neighboring countries and keeping proper trading relations with them. The concept of trade and development policies include helping developing countries with grants and other non-cash benefits so that they can improve their economy and restructure their regulations and policies  to increase their position and raising the standard of living of the citizens of the country. In this respect Australia has undertaken the action of granting $ 2 million to Tonga in order to improve their position in handling situations after a natural disaster. Australia has not only granted the money but has even decided to undertake the actions with the money in order to reduce the impact of natural disaster. There have been initiatives taken by the Government of Australia to improve the health conditions of the citizens who have been affected by any natural disasters. The Government even prepares for plans for undertaking educational training activities to provide extensive knowledge to the citizens of Tonga so that they gain knowledge of tackling situations during natural disasters and steps they can undertake to keep them safe duering the crisis period. The steps to reduce the impact of natural disaster leads to economic development of Tonga. It is due to the fact that any natural disaster lowers the development as loss of assets and destruction of the infrastructure of the country leads to huge losses for the country.  Therefore, it is essential that Australia undertakes this action to improve the economy of Tonga. The sustainability of these actions are only possible if Australia with the help of the Government of Tonga keeps a good supervision on the governance that will lead to effective implementation of the plan. The government should be analyze the market and should be liberal to introduce any new innovative tactics that can even be beneficial for reducing the impact of natural disasters in the country. The activities undertaken by the Government of Australia are in line with the actions of other organizations who have undertaken similar activities in other countries. The structure the Government tries to execute is a standard procedure and they only make certain changes in the framework according to the cultural and functional requirements of the country. The plan will fit into the total development assistance picture if the plan is constructed by looking at the values and cultures that is prevalent in Tonga. This will lead to proper execution of the plan and will result to decrease in the impact of natural disaster in the country. The fall in the impact will lead to sustainable development of Tonga that will lead to economic development and rise in the per capita income of the country.
